Jacelia L. Dukes-Kelly is an experienced Human Resources, Payroll, and Financial Operations professional with more than a decade of experience supporting municipal government, nonprofit organizations, and educational institutions. She brings a strong background in HR administration, payroll management, accounts payable, and financial analysis, with a focus on improving operational efficiency and supporting strategic organizational goals.

Throughout her career, Jacelia has successfully managed personnel operations for workforces of over 150 employees, developed HR policies aligned with regulatory standards and collective bargaining agreements, and implemented system improvements to streamline payroll and administrative processes. Her expertise also includes budget support, cash-flow analysis, procurement, grant administration, and vendor management.

Jacelia continues to leverage her diverse background in human resources, payroll, accounting, and operations to support institutional effectiveness and organizational growth. She holds a Bachelor of Science in Psychology with a focus on Child Development from Kaplan University and has completed additional coursework in accounting and office information systems.
